A published figure is what the operator wrote. An observed figure is what a set of recorded redemptions actually did. They are never averaged together.

If an operator says a prize “may take up to ten (10) days”, that is a stated maximum. It is not evidence that ten days is typical, and it is not evidence that any specific reader will be paid in ten days. Observed medians, when they exist, sit in a separate column with a sample size.
